Surges seasonally, but the flu never stops spreading, if it did for 21 days or so it would probably go extinct!

Because the cold season means cold, dry air and the tendency for people to crowd together indoors- both of which are more conducive to transmission of the cold/flu viruses.

The cold and flu viruses both transmit better in dry, cold conditions, which you find in winter. Also, in places that get cold, more people are inside and in close quarters which makes person-to-person transmission easier.
