Because the water, just like the rock underneath it, isn’t *just* subject to the downward force of gravity, it’s also subject to the acceleration forces of Earth’s rotation. Because the earth is spinning, sea level around the equator is about 20 km “higher”, measuring from the center of the earth, than sea level at the poles.
