Why is hot water cloudy?

These tiny air bubbles are the primary reason your water is white or cloudy as it comes out of the faucet. As your water heater runs, the molecules in the water expand and trap any other gasses due to pressure.
Not sure exactly what you mean by cloudy, but it may be that you are seeing the effect of different water temperatures mixing. The very hot water from your water heater and the normal cold water have different densities. This affects how light travels through. If they are not fully mixed coming out of the tap, the water might look cloudy until it all becomes the same temperature.
