why does smog stay around cities and not blow away?

The wind that blows it away also mixes it with air that is not as smoggy, diluting it so that it stops being obvious and recognizable as smog.

All of the chemicals in smog still end up in the atmosphere over other places, but by the time they get there they are so spread out they don’t look like smog anymore.

Because smog really only tends to form on days where there isn’t a lot of wind. Los Angeles is a good example of this. Because of its location and proximity to the ocean, a temperature inversion forms over the city and this forms an atmospheric cap that keeps the smog from floating up and dispersing. It also happens in cities like Las Vegas that are in the valley between mountain ranges, since the smog gets trapped inside the valley because there is no wind.
