Why does lotion have alcohol in it?

I understand that it’s to hold it together, but like if you’re using lotion to moisturize extremely dry skin, especially in cases like eczema or dry to the point of micro abrasions, the alcohol in the supposedly helpful lotion just burns and turns the skin bright red. So why is it in there, couldn’t something else be used? (Also suggestions for alcohol free lotions are very welcomed)

So the actual lotion dries fast and it seeps into your skin instead of rolling off and staying wet like water

Alcohol helps skin absorb the moisturizer, and disinfects broken skin (from scratching, dry broken skin, etc) to avoid infections.
