Do you mean, why does it hurt both when you first get burned, and then afterwards when it’s healing?

Beyond the base biological answer of “Tissue is damaged and pain receptors are firing off” and assuming you’re looking for more of an evolutionary advantage answer, wounds and burns are infection risks. If you burned yourself and it didn’t hurt, itch, or anything else you’d probably pay way less attention to it and thus be more likely to not keep the burn covered and/or clean. Pain tells you there’s something wrong and incentivizes you to do something about it – which has the end result of making it less likely for a burn to get infected or repeatedly interrupted when it’s trying to heal, increasing survival chances.
