In the case of mosquitos it’s because their saliva is an anticloting agent (because if our blood turned solid inside them it would cause all kinds of problems) and itching is a side effect of this toxin.

There is a principle that your skin can feel one sensation at a time. Bug bites are swollen and hurt. If you rub it or scratch it, you mask the pain. Rubbing is usually better because scratching can get the bite can get infected or bleed. Try rubbing in lotion instead!
