A lot of parts of your insides that regularly come in contact with your outsides are covered in a thin layer of mucus and, in case of your throat, saliva as well. The action of clearing your throat moves some of this moisture around.

However the dry feeling in your throat can be caused by a number of irritations, not just lack of moisture. That’s why this action is temporary at best, and sometimes doesn’t work at all.
