Small flash is for urine. Uses less water to lower the bill/ save the environment. Big flush is more heavy duty. Uses more water and is meant for heavier loads, if you know what I mean.

The big flush provides enough momentum for the water plus solid contents to get all the way to the sewer pipe in the street.

The small flush provides enough momentum for the water to get all the way to the sewer pipe in the street.

So if you want to save water and you are only producing liquids, doing a small flush is enough to get rid of the water.
