Maybe it’s when they fill in cracks? Just a guess I don’t actually know.

Those are from when they sealed a crack. If the whole road is covered, it’s from when they sealed it (the road) originally or recoated it.

Crack sealing. I used to work on a road crew many years ago and walked countless miles squeegee-ing tar into cracks. Would not recommend.

As the earth shifts and moves from moisture and temperature changes throughout the year the road develops cracks. If vehicles keep driving over the cracks their tires widen the crack and larger potholes can start to form as well. If they patch it early with tar the rest of the surface is undamaged and the crack doesn’t change size. This allows money to be saved for when it’s time to resurface.
