Why do oscillating fans sometimes get louder, less frequently than their cycle?

Could be the doppler effect?

Might be related to starting torque, the strength needed to start a fan compared to keeping it moving? Or maybe the strength it puts into the fan blowing changes because some goes into the oscillation, more when its moving fast mid-cycle, less when its moving a slower on the ends?
