Why do many old JDM cars have the rear view mirrors several feet away from the driver mounted on the fender?

Because it is easyer to see them while looking ahead and your visoon is les time away from the front. At least that was the plan but the modern middle mirror does the same and now you see behind you while turning (when the mirror is besides you)

it’s worth mentioning that what you’re describing is called, in most english speaking countries, as a “wing mirror”. and it’s mounted on the “wing” of the car.
