Fish have a fishbuble incide. When it is alive it compreses the buble whith muscles lowering volume so fish can dive. When it relaxes muscles around the buble it floats. When fish dies it can no longer compress the buble therfore it floats.

They are generally neutral in buoyancy when alive to slightly more dense than water. So…typically they die and sink, but then shortly after death decomposition produces gasses and then cause them to be more buoyant by puffing up a bit and being less dense than the water and then floating to the surface.
