When the drop hits the water it creates the tiniest of vacuums from breaking the water tension of the surface of the puddle. Air fills this vacuum and promptly rises to the surface as a bubble where the surface tension of the water surrounding the air that filled the vacuum keeps it trapped until the tension gives and pops on its own or an outside force breaks it beforehand.
