why do babies and small children cry so much in their sleep when adults don’t?

Because to them, the slightest discomfort is the most uncomfortable they’ve ever been. They have no point of reference for severity of how much they can actually handle on their own.
Any perceived motion might be the scariest thing ever, especially if mom is outside line-of-sight. Babies don’t have object permanence either. If it isn’t something they can see, it has apparently stopped existing.
