Two reasons: The mouth is a different sense and so babies want to experience and explore as much as they can in as many ways as they can.
Second, depending on their age, they may have teeth coming in. Chewing on something helps them deal with the pain.
babies mouths are the most tactile part of them. they learn about things by putting them in their mouth.
