Because if you’re dealing with visas, you’re probably processing several hundred during your shift each day. At some point, you stop caring and just slap it on any old blank page. This sort of thing happens in all sorts of places.

If it’s just an immigration stamp and the officer seems nice enough, you can sometimes politely ask them to use a non-blank page that still has some space left (if you travel a lot and your passport doesn’t have a lot of pages, this can delay having to renew it by quite a lot). If it’s a visa, then it really depends at how you’re getting it. I’ve gotten my student visa extended through university several times (I studied abroad) and the staff there actually took initiative to go through my passport and make sure I don’t have “skipped” blank pages. So it depends.

You can have it open to the page you want them to stamp. Like use you fingers to hold open the info page and the page you want stamped. At least it worked for me
