Why are some commercials cut short of their full length?

I just noticed a commercial that I have seen before have an entire part get cut out for no apparent reason. I have also noticed that sometimes the very beginning of a commercial will play but then get cut off and a different one will play right after. I have always wondered why this happens.

It is effective use of advertising budget. Once an advertisement has been established as supporting a brand, only a short reminder us necessary to get the same amount if brand recognition. So a thirty second plus commercial can be reduced to ten seconds, costing half the price for the same effect.

Ads go to tv companies as a full length piece, the tv company slice them up according to how much the advertiser is willing to spend. So an ad on a 4am shopping channel will most likely air as the whole edit, but the same ad on primetime evening tv will likely get trimmed down to a time/price. The shorter ad should get equal or more views as the full ad depending on surrounding programming. The cost might double for less airtime, but it should be worth it.

It could also be done at the station level. If the 1s commercial clip is for a national chain or product, the one cutting in will probably be for some local advertising.
