They do a “battle damage assessment”, which can consist of anything that you can imagine:

* Fly a surveillance plane or drone over the strike area.

* Send a person or team to view the area.

* Check local hospital or morgue entries.

* Monitor the news for the area.

* Listen to police/fire/emergency radio channels.

* Watch the victim’s relatives or associates for their reactions.

If you know someone is in a building, and you drop a bomb that disintegrates said building, you can safely assume that the person in there is dead. It’s common sense
