Like when Russia annexed Crimea, you see a lot of “condemning,” but what does it do?

condemning is just a way of saying: “I don’t agree with what you are doing, but we are not going to do anything about it.”

There’s no inherent implication – the meaning is completely based on the context of the countries involved and their history with each other.

E.g., Russia invading and claiming Crimea would be judged against the fact that it had explicitly agreed to respect Ukrainian sovereignty over Crimea when Ukraine surrendered the nuclear weapons stationed in its territory by the Soviet Union after the latter’s collapse.

Nothing. There’s no implication. It’s just a way for a country to say “we don’t approve of what you’re doing” to another country without actually doing anything.
