What is a Neo-partisan? (I tried researching this but I was to no avail)

See as how the root neo means new and the partisan in that context means someone who vehemently supports their political party’s ideal, I can only assume that it means someone who takes a new controversial subject and attempts to associate one side of the controversy with their party or that is a person ho supports the newer ideas of their party specifically.
