To support and assist in bringing about rule of law in Kosovo, strengthen the institutions required for it (police, judiciary, etc) and assist the local officials in building up a legal system that is in compliance with European standards.
So, in layman’s terms, they are there to help the locals establish a police force and judiciary system that is free from corruption and political interference and that operates effectively and is accountable. In short, to help build a system of policing and justice that does what it is supposed to do. That system should also be able to police the entirety of Kosovo, so that the rule of law is present in the entire area and not just major population centers as can be the case if resources are insufficient.
The main aim is to bring stability to the region by helping the local government and officials tackle causes of instability and therefore not only help Kosovo but also stabilize the region in general.
