Whatever the contract says. The NSA probably contracts out the operation of it’s employee cafeteria, for example. Or janitorial services. Or it may issue a contract to some third party to build and operate a spy satellite or a radio network. It could be literally anything.

All government agencies work with some combination of employees and contractors. When the NSA wants laptops, they don’t have employees make them any more than any non-laptop company would. They let a contract to a laptop company and the workers in their factories make the laptops. Many agencies also have contractors that provide services, versus the laptop product in the prior example. Edward Snowden was an NSA contractor, working in a job that the agency choose to outsource, likely to save money.

NSA will contract out work that will not compromise national security and is not essential for its operations. This has changed over time and continues to evolve.
