What causes the Weissenberg Effect?

I know it has something to do with the magnitude of the normal force generated by the rotation of the rod, which causes a non-Newtonian fluid to climb the rod. However, I don’t really understand what that means, and there isn’t much I could find about it on the internet.

Here is a video displaying the Weissenberg Effect for those who don’t know what it is: [https://www.youtube.com/watch?v=npZzlgKjs0I](https://www.youtube.com/watch?v=npZzlgKjs0I)
