Irritation on the surface of the skin causes itchiness, which creates an impulse to scratch in order to remove the irritant.

Scratching removes dead skin cells, debris, random stuff on the skin that’s irritating it, etc. The purpose of itching is to make you scratch off things that are causing damage.
