Why does the pen sometimes stops writing on a specific spot on the paper and writes on anything else perfectly?

It can be for various reasons. Certain inks in pens require that the paper’s surface be dry and oil free; there could be oils from your hands on the paper. Certain types of pens rely on the tiny ridges in the paper’s surface to grab the ink/move parts of the pen (such as ball point pens); the paper could be too smooth in that area or the roller/ball could be stuck.
