Morocco administers the area for the most part but like many parts of the world, it’s not really policed.

If you kill someone there, you either get away with it or the family catches you and kills you.

Whoever is physically in control of the area. Western Sahara for example is mostly occupied by Morocco.

Morocco controls the majority of the territory and there are some “free zones” that are outside their jurisdiction. So I think it would be the Moroccan government
