In a movie, where the protagonist is badly injured and about to die, they start using defibrillators, they start from the lowest amount of shock/power, to the highest, so why dont they just start at the highest?

Defibrillators are things that fiction gets badly wrong. They are used only in very specific conditions – when a heart is beating in an incorrect rhythm, and the shock ‘resets’ that rhythm.
So, the answer is, “because the writers of the movie thought it to be more exciting that way.”
because it might fry the system. Humans are alot like machines at that point, you cant just charge your phone straight with a car battery. Also, all bodies react differently to defibrillators, some being very responsive, meanwhile others needs the highest amount for a reaction, you never know.
There’s a lot of medically wrong nonsense in movies, and fiction in general.
In real life, when someone presents with a “shockable rhythm” (that is, a faulty rhythm that is still working and can be “reset”), the reason medical professionals start at low power is because it’s a better idea in every case to use the least amount of power needed to reset the heart’s rhythm, because you could end up doing serious damage otherwise.
