Land is often not totally flat and many malls are built into hills.

Almost every two story mall you see is built this way. They are intentionally built on uneven land because every store wants to be on a level that people enter the mall on. More traffic that way. If you are on a floor that doesn’t have an exit going to a parking lot, people are less likely to come in or go out on that level and there will be much less traffic.

To solve this issue, two story malls are built on uneven land so that one story of the mall is at ground level for some entrances and the other story is at ground level for the remaining entrances.

The land is at a different grade at two different levels. Walk around the outside of the mall and you’ll go either uphill or downhill as the land’s grade changes. Maybe its hard to notice from the outside but that’s just what’s happening.
