It is less about the mirror and more about the lighting.

The mirror lets a small portion of the light through and reflects the rest, no matter which side you are on, then one side is kept much brighter than the other. When you are on the bright side, the reflected light is much brighter than what is coming from the dark side, so you can’t see through. When you are on the dark side, more light pass through from the bright side, so you can see through. If you swapped the lighting around, the mirror would become one way in the other direction.
