If you’d charge one side of a metal plate, the whole plate would get charged. The electrons can flow freely across the plate.

A laser printer has a cylinder with a material that can hold static charges, but they can not travel freely across the surface. The charge will stay where it is, sitting there, waiting.

When printing, the entire cylinder will be negatively charged.
The material used is a “Organic Photo Conductor”, and a laser can change it’s behavior: Parts exposed to the laser light will loose their charge.

The powder used for printing is also negatively charged, and when brought near the cylinder, the cylinder repels the powder. But the parts the laser has neutralized will attract powder, and in a later step transfer to the paper.
