How does the body use anabolic steroids? If you have an undetectable or close to 0 amount of steroids in your body, does the drug still have an effect?

I’ve been having a discussion about professional fighters with a friend and he seems to write off any fighter who has tested positive for steroids in their life.

Fighters are tested before and/or after their bouts. If a fighter doesn’t test positive but has used steroids in past training camps, is it wrong to assume the steroids were still having an effect or is that not how it works. If the athletic state commission allows the suspected fighter to fight after testing negative for a steroid and the other fighter agrees as well, is it a clean bout? should we still think the steroid will have a major role in the fight if it was taken 3-4 months ago during training camp and its gone from his system in time for the fight.

So… if you could hypothetically have two exact people train the same, eat the same, for say 9 months and one was using steroids. The one on gear would get bigger, quicker. So even if he stops say 3 months before an event or the end of the 9 month period. He would have advanced further than the natty guy would have, even being off gear for months. The gains are typically lost eventually when stopping but not immediately, over the course of a few months and you can keep some of what has been gained. In my not expert option this his how they could still have an effect months later.
