Talk shows have workers called “bookers”. Their job is to find guests to be one the show. One way to do this is call the agents of the people you want to have on the show. Talk the agent into the notion that their client appearing on the show would be good PR, and they might agree to do it. Similarly, if a new movie is coming out, the producers will call bookers and try to get the actors onto shows where they can plug the movie.
Most of the time, no money is involved. In some special cases, like experts, the bookers pay people to come and explain something to the audience.
