How does calling 911 works from a cellphone?

I live in Quebec City, and using my cellphone, I only ever got to dial 911 twice, once to report an alarm ringning from a local liquor store, and the other to report a car crash I witnessed. Both time, it obviously called of the city’s police station and both times, the proper emergency services were dispatched.

Now, let’s say I decide to go to Vancouver, which is over 4000km away from where I live, but still within Canada, then I witness a crime or accident. Naturally, I’d dial 911 using the same phone. Will my phone “detect” that I’m in Vancouver and therefore call one of Vancouver’s police station, or since my phone account is set to my home in Quebec City, it’ll call all the way to a QC Police station?
