Alcohol does cause damage to the neurons but how that happens is still unknown. What is known though, is that it doesn’t exactly kill the neurons, it affects the neural stem cell function which in turn inhibits the process of generation of new neurons. It specifically impacts the part of the brain that makes new memories, called the hippocampus.

It doesn’t. This is a common misconception. Unless one gets to a point where there is so much alcohol in their body that they aren’t breathing enough, alcohol won’t damage neurons. It will temporarily affect the brain, and it certainly can do damage to other organs (mostly the liver and kidneys)
