There are three cavernous systems in the penis, imagine them as sponge-like tissue. When aroused the arteries widen their walls in that area so more blood flows in. The whole penis is enveloped in tight connective tissue with small slits through which the veins come out of the spongy tissue. When the sponge-tissue swells it is compromised by the tight tissue and so the slits constrict, the venous outflow is nearly stopped. Ergo more and more blood stays in the cavernous system, until its “full”. Full means that the walls of the vessels give a signal that they can’t widen anymore before bursting. When the stimulus stops the arteries get back in their normal width, by that the swelling goes back and the venous flow is functioning again.
