How do things that change color based on temperature work?

Specifically things like coffee cups, how does a difference in temperature cause a visual change? Is it a special kind of paint or something else?

Yes, special paints can be used. You may want to google “mood rings” that were popular in the late 70’s.

Two layers of paint usually.

The bottom coat will be the color when hot

The top coat is a thermoreactive paint that becomes clear when warm and is therefore what is seen when the object is cool.
