Clouds can extend upwards for tens of kilometers. The summit being above the bottom of the possible layer of clouds does not put it above the top possible layer.

Storms and cold.

Basically if the summit of a mountain is above the “cloud deck” there will still be times when there are storms or strong winds that will cause snow to either fall on the summit or be blown up towards the summit.

And then because it’s cold as balls at that altitude whatever snow does end up there tends to stay there for a relatively long time because it’s never hot enough for it to melt.
