How do owls keep their heads so stable while their bodies can be moved around?

I found an explanation of why owls (and chickens I believe) have this skill of keeping their head completely stable, but I don’t understand how they do it?

Humans can do that too in dance it’s called neck isolation. You know that classic 90’s early 2000 hip hop move where your body leans back but your head stays where it is, then they push their head back and repeat etc. They just NEED to do it and developed stronger muscles for that specific function.
