How are the Mars rover and other space exploration robots able to still receive instructions from earth given how far away they are and the time it takes for the instructions to get there?

The instructions are in the form of a “program” that you want the robot to autonomously perform. It’s not like driving an R/C car around on the living room floor.
Small steps one at a time. That’s another reason it takes so long to do stuff up there. Wait a few minutes for the instructions to get there, wait a few minutes for the results, figure out what to do next, and repeat.
