How come the big smokeless tobacco brands don’t make cigarettes and vice versa?

They do, they just operate as separate brands.
Altria owns Phillip Morris, Marlboro, Parliament, Virginia Slims, among others.
They also own Copenhagen, Skoal. And for good measure, they also own black and mild. So companies to operate in both markets, they just often operate as separate divisions.
