How could the police prove that what they were using was, in fact, drugs? It could all be fake after all. Many movies have drug use scenes that are faked.

Its not illegal to be in the presence of, record, or display a recording of someone committing a crime.

The police are not required to arrest someone who has committed a crime, and the DA is not required to prosecute them. It isn’t worth anyone’s time to arrest or prosecute someone who was seen possessing a trivial amount of drugs on TV show dedicated to helping them.
