eli5: why do you get muscle aches after not exercising for a while but not get them when you exercise frequently and even more strenuously?

When you exercise, you get little tears in your muscle, that are then repaired afterwards, which is essentially the process of ‘building muscle’ and getting stronger. If you haven’t exercised for a while, your muscles will be weaker and tear (these are microtears, not actually big tears) more easily, so it will start to ache/burn quicker, whereas if you exercise more frequently it takes more strenuous exercise to get those tears that make you build more muscle.
