More reaction with residual soap/rinse aid/dust – an immaculately clean glass would almost negate the reaction of the first pour.

Soda water is super saturated with carbon dioxide. This means that any tiny disturbance will cause bubbles to form. Tiny imperfections in the glass, other chemicals, or physical force. Ice is also a rough surface.

Pouring soda makes it fall so it hits the glass, the glass is not smooth, and the glass contains residues of chemicals. So there you have it, you get lots of foam. . Pouring onto ice is a recipe for foam a plenty.

Other posters have suggested the fall does not have a big impact. If you watch them pour beer, bartenders pour into the side of the glass to minimize the “fall” of the beer to minimize the head.
