Eli5: Why can’t headphones be used as speakers?

Large headphones can have drivers that are a similar size to small speakers, and yet at maximum volume they’re never anywhere close to speakers. Why? Is it to protect the user from them being too loud while they’re on? Or is it a difference in driver design?

They are speakers, but they are built for using less power and having a lower volume,

Speakers have to be driven from an amplifier, just a headphone level output doesn’t have enough power to make much of a sound,

You can drive headphones with an external amplifier and give them a lot of power, you can get louder volumes, but that might cause them to fail quickly

Their impedance is much higher than speakers of the same size. This causes them to consume less electricity. This is super-important for battery-powered devices.
