Let’s see if I can explain it well. First, the reason that water alone isn’t enough is that water and pull don’t mix, so the water cannot remove enough of the oil for your hands to be clean.

Soap is made of chemicals that bond with both is and water. When you cost your hand with soap, the larger you have had bonded with the oil and diet on your hands.

When you rinse your hands afterwards with water, the water bond with the lather, dragging it away asking with the oil and diet bonded to the lather

The soap bar does get dirty, but a thin layer of lather bond to that and gets flushed with water as well.

So, in essence, the soap gets cleaned the same way your hands do

I hope I was clear and complete enough

Nothing cleans the soap. Or, rather, it’s cleaned by being removed. I’m sure you’ve noticed that your bar of soap gets smaller as you use it — it’s being removed from the bar as you rub it on your body, and it’s carrying the dirt and grease away as it goes.
