Videos are just a stream of photos played back fast enough that our brains interpret the information as moving, rather than a set of still images. For slow motion, cameras will capture these images are a rate of 60 frames (for photos) per second for consumer cameras, and can go well into the thousands of frames per second with high-end cameras.

To slow it down, they just play the pictures back slowly. With a capture rate of 60 fps, you can slow it down to a display rate of only 30 fps. Our eyes will see this as “slow motion” because we are only looking at half the number of frames every second than it was originally captured with.
