Can someone please explain what it means by governance of technology?

It means to take control and affect how technology is developed, at the government level.
Companies in general invent new tech for profit, so the driving force is usually financial. Governments can do a lot to control what gets researched, though, via laws about what’s legal and illegal to research, and grants / funds to the universities or research centers where the research and development actually takes place.
