Like others have said gps works independently from mobile data. More on that, GPS is actually when 3 satellites sends signal to your phone. The satellites tell the phone at which location they are, so the phone can use the information and the angle of where the signal is coming from, together with some triangulation, the phone calculates its position/coordination.

GPS doesn’t need data to work. The receiver is a purely passive system. GMap still needs data to actually download the map, but not to find your location.

So if you have an offline map, you can use it everywhere. GPS signal is also different from normal phone signal, and in some areas your GPS might work despite having no service.

Because it use GPS signal to locate you which do not need the 3-4-5G antenna. (There are more precise positionning method who use them tho) GPS signal come directly from the GPS satellite around the world and use trigonometry to locate you on the earth (The GPS satellite act like defined point and you compute the distance between you and a few of them then you know where you are (since your phone know how to computre where the satellite are compared to the earth)
